The PEC №194 in the Karachay-Cherkess Republic is an example of a completely falsified electoral commission in the North Caucasian Federal District.
There were at least 56 cases of electoral fraud observed including ballot-stuffing and multiple voting by the same people. The frauds often took place simultaneously. Falsifications were carried out by voters under the supervision of commission members, as well as by committee members themselves, by observers, and even by a police officer. Most of the falsifications were made by an organized group of young men. These situations described above all took place when one particular observer left the polling station.
Finally, additional 846 people were magically added to the election commission protocol under the section “The number of ballots in stationary ballot boxes cast only in the premises of the polling stations”, but our observers never saw them appear in the polling station, neither did they voted multiple times. This way, voter turnout in the commission was overrated almost two and a half times!
Each member of this commission, except for those issuing votes, had some role in falsification: someone distracted observers, others gave signs to the falsifying team. (Agnieszka)
In general, the work was not difficult, although keeping up with ballot-stuffing was a big challenge. I am wondering what is in the minds of people working in commissions and allowing such things. In addition, I am fascinated by how little the presence of observers means - they are like vegetables! They do not pay attention to anything, even to ballot-stuffing. And if the observer is not the “insider”, you can just get rid of him. At the beginning I sympathized to the honest observer in the commission, but then, after he had been successfully persuaded to leave the commission several time, my sympathy disappeared.
