The PEC №149 in the Karachay-Cherkess Republic is an example of a completely falsified electoral commission in the North Caucasian Federal District.
However, the falsifications were not very spectacular. Apart from four examples of ballot-stuffing, in the process of counting votes, 803 additional voters were magically added to the election commission protocol under the section “The number of ballots in stationary ballot boxes cast only in the premises of the polling stations”, but our observers never saw them appear in the polling station. This way, voter turnout in the commission was overrated by 2 times!
The view of one of the cameras was covered with balloons, which immediately suggested the possibility of illegal actions that might take place here. (Katarzyna)
In brief: I discovered a few violations, and the official turnout turned out to be quite different than the one observed by me.
I was surprised by the big turnout, especially after 3 PM. In other polling stations observed by me the turnout was definitely lower this time a day - usually after 1 PM there is practically no one present. So much activity at this time may require more attention and investigation from an observer.
