The PEC №13 in the Kabardino-Balkar Republic is an example of a completely falsified electoral commission in the North Caucasian Federal District.
However, the falsifications were not very visually spectacular. Apart from one case of ballot-stuffing, in the process of counting votes, 1554 additional voters were magically added to the election commission protocol under the section “The number of ballots in stationary ballot boxes cast only in the premises of the polling stations”, but our observers never saw them appear in the polling station. This way, voter turnout in the commission was overrated by 5,3 times!
I liked the observation process very much, I even liked the commission. It was a pity though to find out that the end results were falsified. (Juliusz)
The biggest problem was the simultaneous observation of the ballot-boxes and the committee table. It was hard to identify whether there were any falsifications in the protocol which was lying there all the time.
