votes - the difference between the observed and the official number of voters
cases of ballot-stuffing
cases of multiple voting by the same people
The №330 Commission in the Belgorod Oblast is a perfect example of a seriously falsified electoral commission.
Due to the location of cameras, it was impossible to observe the majority of election violations, so only turnout evaluation was possible. In the process of votes count, 151 additional voters were magically added to the election commission protocol under the section “The number of ballots in stationary ballot boxes cast only in the premises of the polling stations”, but our observers never saw them appear in the polling station.
To be honest, I was surprised that the final figures are different from the ones I observed. (Natalia)
In comparison with the polling station in the Caucasus, this one seemed to me more organized during the opening, the closing and the counting of votes processes. The chairperson of the commission himself said that he was obliged to provide briefing and read out some regulations concerning their work, “because of the video was being running”. I suppose, if there were no cameras, the situation would be less formal. When there were no voters at the polling station, the members of the commission were a bit worried, saying something like: “People will come, it is still early, they will come later”; "in the past people were standing in the queues to get the ballot, but now that has changed."
At the previous polling station that I observed, everything was rather chaotic, but here, on the contrary, the members of the commission as well as the voters themselves behaved quite seriously. Keeping in mind these factors, I believed that the voting results would be fair. Therefore, to be honest, I was surprised that the final figures differed from the real ones I observed.
