votes - the difference between the observed and the official number of voters
cases of ballot-stuffing
cases of multiple voting by the same people
The PEC №58 in the Kabardino-Balkar Republic is an example of a completely falsified electoral commission in the North Caucasian Federal District.
The most visually spectacular falsification was multiple voting, which we observed 26 times. More than that there were 1081 people added to the protocol under the section “The number of ballots in stationary ballot boxes cast only in the premises of the polling stations”, but our observers never saw them appear in the polling station. In total, the voter turnout in the committee was overrated by 3,8 times!
Why do they dabble in little cheat, like multiple voting, if at the end they can put any numbers they like in the protocol? (Alexander)
As for the turnout (397 voters observed vs 1478 voters according to the official data), I honestly do not know why they dabble in these small frauds in Russia, such as carousel voting, when the same person votes every half an hour. It is hard to throw many ballots this way. It is much easier to falsify protocol by putting any number of votes that comes to mind. Anyway, it seems to me that there were some "miracles over the ballot-boxes" taken place after the commission had been closed.
