The PEC №16 in the Kabardino-Balkar Republic is an example of a completely falsified electoral commission in the North Caucasian Federal District.

Falsifications in the commission not only seriously influenced the final results, but also were visually spectacular – there were 14 cases of ballot-stuffing! Our observer also had the impression that there were organized groups of voters brought to the commission. In addition, 879 additional voters were illegally added to the election commission protocol under the section “The number of ballots in stationary ballot boxes cast only in the premises of the polling stations”, but our observers never saw them appear in the polling station. This way, voter turnout in the commission was overrated by 4.3 times!!!

My general impression of observation was that it was stereotypical Russia, or in other words, I felt that they had a different vision of reality. The best of all happened at the end of the day, when the lady from the commission clumsily prepared a pile of ballots under the table, which afterwards she was gradually putting on the table. Meanwhile other members of the commission were emptying the ballot-box on this very table with the same level of clumsiness and awkwardness.

I have noticed strange groups appeared several times in the polling station. They all were homogeneous (just men or just women), and it was pretty obvious that the commission was expecting them. When the groups came in, one of the observers always filmed them, probably in order to prove that the commission was popular with voters. Groups voted in highly organized manner. Sometimes when I had the impression that they were throwing many ballots at ones, I also noticed that every member of the group threw the same number. Interestingly, some of these groups did not seem to know that the ballot needed to be filled in.
